Jon combines more than 25 years of expertise in state and federal public policy, government relations, and grassroots advocacy to help every company have a voice to influence public plans.
As the founder of Armory Hill Advocates, Jon has built a reputation for his hands-on approach, guiding healthcare organizations through legislative challenges and public affairs crises with a deep understanding of both the public and private sectors.
While Jon is based in Washington, D.C., his heart is always in his hometown of Orlando, Fla., where he is an active member of the community during his free time.
An advocate for providers.
Jon began his lobbying career in 1991 directing regional government affairs for the Florida Medical Association, one of the country’s largest professional associations for physicians. There, he advocated for issues important to and impacting the association’s 25,000+ members at the state and federal levels.
He’s also helped to drive Florida’s leadership as a healthcare hub. Jon is a former Chairman of the East Central Florida Regional Planning Council, one of 11 independent state agencies overseeing land use planning and regional growth management in the six-county area surrounding Orlando.
A senior official for two federal administrations.
Jon is a dedicated public servant, having served as a senior federal government official under two presidential administrations. He was appointed to serve as:
- Chief of Staff and Press Secretary to the Director of the United States Mint during the George H.W. Bush administration.
- Policy Advisor to the Commissioner of Social Security at the Department of Health & Human Services during the Ronald Reagan administration.
A government affairs leader with impact.
Jon is an ally for clinicians and healthcare organizations across the care continuum. He spent more than a decade leading government affairs for some of the industry’s most well-recognized companies.
Jon established and led the government affairs team for PharMerica, AmerisourceBergen’s long-term care division. There, he created PharMerica’s grassroots advocacy network and its influential Political Action Committee (PAC), advancing federal and state policies impacting pharmacies.
As a pharmacy policy expert, he was also responsible for corporate outreach to national and state Democratic & Republican political parties, national state legislative organizations, non-government organizations, and the Bush Administration.
Jon is also an expert in home health, infusion, hospice, and palliative care issues, having spent five years serving the nation’s home care leader, Gentiva Health Services (now part of CenterWell, a Humana company).
A healthcare policy influencer with legal prowess.
Jon offers clients a well-rounded perspective informed by his years working in government relations for two prominent national law firms – Akerman Senterfitt, Baker Hostetler, and Holland & Knight.
In these roles, Jon counseled and represented a wide range of public, private, and start-up healthcare organizations in front of:
- The State of Florida
- Florida’s top executive agencies including its Financial Services Department
- Members of the United States Congress, including those sitting on the:
- House Energy & Commerce Committee
- House Ways & Means Committee
- Senate HELP Committee
- Senate Finance Committee
He focused on transportation policy, national healthcare policy, and tax policy affecting tax exempt organizations on the local, state, and federal level. He also represented privately- and publicly-held diagnostic imaging centers, oncology clinics, nursing homes, and pharmaceutical distributors as part of the Baker & Hostetler, LLP, team.

Jon is passionate about bringing healthcare and life sciences organizations together to advance positive change for patients. He has developed and grown two national trade associations to impact policies important to people across the pharmaceutical ecosystem.

Jon earned a bachelor’s degree in political science from Oral Roberts University and a master’s degree in business administration from Babson College’s Executive Management Program.
Throughout his career, Jon’s leadership has helped many companies advance their missions on behalf of their customers, patients, and members. Whether it's working with a nonprofit to secure vital funding or helping a provider navigate Medicare compliance, Jon is committed to every client’s success.
Outside of the office, Jon enjoys community service. He has served on the Board of Directors for:
